Basing on the analysis of the expert-analytical activity of vocational education teachers, the authors of the paper developed a system of professional competencies and professional development programme in monitoring, evaluation and quality management. The program was tested in training groups of teachers. After the study the level of formed competence, satisfaction with training, and difficulties in the training of teachers were examined.
The study used the methods of pedagogical experiment, invariant methods of monitoring and evaluation, statistical methods of data analysis, verification of statistical hypotheses. The effectiveness of retraining programmes has been in vestigated in the experimental and control groups.

The new technique for the TiO2 photocatalyst manufacturing with using titanium tetrachloride alcoholic solution was introduced. The ammonium titanate precursor was precipitated by double-jet method with using TiCl4 alcoholic and ammonium aquatic solutions. The TiO2 nanopowders were prepared by precursor calcinations at 400, 500, 600, 700 and 800o C. The photocatalytic activity was determined with dying photodegradation technique (methyl orange). The difference in adsorption ability of TiO2 dispersion reference to organic dyes was found. The conditions for the of TiO2 anatase effective photocatalyst synthesis were revealed.

J. Schumpeter's two models of the national economy are considered in this paper, namely the model of capitalism and the model of socialism. The methodological basis of this study is a system approach, including the theories of synergetics, cybernetics, homeostatics. The internal contradictions of the models of capitalism and socialism are shown in this paper.
