Abstract
Sex differences in brain electrical activity both at rest and after recognition of visual stimulus exposure period were revealed in the research. The features of cortical activation, functional asymmetry and spatio-temporal synchronization of electrical activity of the brain regions in young men and women in relation to short time intervals perception are analyzedin the paper. The analysis of sex differences in correlation links between psychological indicators (constitutional, intellectual, psychodynamic and adaptation) was carried out. The characteristics of the functional activity of brain in groups of young men and women with different accuracy and speed time intervals recognition, accuracy of intellectual tasks solution and level of social-psychological adaptation were described. On the basis of sexual peculiarities of brain mechanisms the authors suggest some assumptions about the psychological characteristics of adaptation and regulation of intellectual activity in young men and women.

Abstract
The provision of specialized food products for children of toddler age is an urgent problem. Dairy products for baby food are not produced domestically or are produced in insufficient quantities. The absence of dairy products in the diet of toddlers causes bowel disbacteriosis. In the production of fermented milk products for baby food goat milk can be used along with cow milk: this enriches the milk base with protein and gives the hypoallergenic properties to the products. The paper proves the necessity of developing the technology of fermented milk drinks production for baby food using bifidus and bacterial concentrates of lactic acid bacteria adapted to milk. The author suggests the main development stages of the process of dairy mixes fermentation with symbiotic cultures. In beverage technology dairy baby food fermentation  parameters  of  enriched  dairy base  by  the acid  method  using  the  developed  starter  compositions  of mesophilic Lactococcus lactic acid and starter cultures adapted to milk (B. bifidum 1 + B. longum Я3 + B. infantis 512) are: the temperature of (37±1) °C, the duration of (5,5...6,0) hours.

Abstract
The paper addresses the physical and chemical characteristics of two breeds of diploid winter rye: Petrovna and Narymchanka. Different groups of seeds were identified:  average with respect to population, green grain and red grain. The research revealed the differences among the studied groups in the weight of 1000 grains of 24.3 – 31.4 g. In 2012, the green grain of Narymchanka breed was characterized with the weight of 1000 grains above the average: 31.4 g. On the contrary, the content of starch was highest (60.2 %) in the red grains of 2011 Narymchanka breed. The content of protein dependes on the temperature factor and varies between 5.32 – 16.07 %.

The paper analyzes the experience of using the mathematical model of birds spatial distribution in the process of mapping birds resources distribution. Abstract
The modified version of the Gauss-Everchart integrator realized in Delphi is developed. To increase the efficiency of numerical integration, variables of «extended» type are used. An approach of building a system of equivalent discrete models for linear dynamic objects based on the algorithm of continued fractions is suggested. The basis of these models is the range of values of sampling periods. The paper presents an algorithm for determining this interval.

Abstract
The author undertakes an attempt to find the numerically prospective periodic solutions near two maximas of resource function in a mathematical model of animal migration. The model considering environments that vary in both space and time was applied to the description of evolution of migration [3]. In particular, the differential equation of the second order with cubic nonlinearity, negative viscosity and periodic influence was investigated. Decisions which are not, strictly speaking, periodic are found as a result, but display periodic behaviour on some circumscribed interspace. Some dependence between model parameters was revealed as well. The received results are the establishment for specification of some hypotheses about the behaviour of decisions in the model of animal migration.

The author proposes a model of the offender and the strategies of their actions in the system of physical protection of the object of the Federal Penitentiary Service of Russia. In the modeling process the key factors characteristic of interest of the Federal Penitentiary Service of Russia from the point of view of creating a physical protection system were addressed. The developed model can be used to assess the effectiveness of engineering and technical means of protection of the objects of the penitentiary system.

Abstract
The subgradient step selection method based on the known minimal value of function is studied in the paper. The authors show that it is an analogue of the method of minimal errors for solving linear equation systems. For a sequence of the minimum function values on the current set of method iterations, the estimate for the rate of convergence in the form of inequality is received.

Abstract
The paper studies the territory of the Middle Irtysh within Pavlodar region in which there is an exacerbation of geoecological situation. The author analyzed the peculiarities of nature management in one of the major industrial regions of Northern Kazakhstan in order to identify regional differences in terms of socio-economic development that lead to the differentiation of the extent of human impact on the environment. For the analysis of socio-economic development of the region the indicators characterizing the economy (the region's place in the economy, the structure and dynamics of the GRP growth, density, industrial production, investment in fixed assets, the road density), the level and quality of life of the population (the average wage, employment, life expectancy, morbidity) were considered. The estimation of anthropogenic transformation of territories was performed on the basis of calculating the coefficient of anthropogenic transformation. Within the region, three types of geo-environmental foci of increased tensions were identified, which are formed mainly near the towns and large villages in areas of mineral development and intensive agriculture.

Abstract
The natural-resource potential and economic specialization of the steppe regions of Russia, Ukraine and Kazakhstan are estimated. The study is based on the data about various kinds of natural resources: land, water, forest, fuel, ore and non-metallic. The results revealed spatial differences in economic specialization for each region of the steppe zone. Currently, the role of economic sectors, specializing in non-renewable resources (fuel and ore) is increasing, most of them are not involved in the production and are mainly export-oriented, while the use of renewable resources (land, forest and water) shows obvious territorial misbalance: in the areas with more favourable climatic conditions the already high territory plowing is increasing. Consequently, the nature and extent of economic specialization in the steppe regions that do not meet the criteria of sustainable development are changing.

Abstract
The relevance of this topic is based on the importance of the psychosexual sphere in adolescence and low scientific facilities for the psychologists’ practical work in this area. The investigation focuses on the preventive measures of teenage psychosexual disorders. The basis of the psychoprophylactic work is the study of teenagers’ attitude toward bodies depending on their sex. The research was held with the help of psychodiagnostics set of methods aimed at studying the different components of the attitude toward body. The research is based on our self-formulated term “attitude toward body” in which V. N. Myasischev’s conception of relationship underlies. The expected results showed the more critical attitude of teenage girls toward their bodies. However, contrary to the expectations and irrespective of the sex the majority of probationers showed high level of alexithymia as a result of an insufficient ability to verbalize their own corporeal feelings and emotions. Cognitive aspects of attitude toward body are not formed enough for both boys and girls. The recommendations for teachers and psychologists were worked out in order to prevent teenage psychosexual disorders taking into account sex differences. The prospects of studies in the area of psychoprophylaxis were determined for future research work.

The paper presents the problem of substantial characteristics formation of conscious self-regulation and students’ time perspective in the period of youth at various stages of studying at the University. The research presents the results of  the  comparative  analysis  of  time  perspective  parameters  and  conscious  self-regulation  at  different  stages  of adolescence. This comparison is based on the systematic approach, according to which time perspective is considered in close relations with a conscious self-regulation of activity. In this case conscious self-regulation serves to underline the importance of planning, modelling, forecasting and goal setting within the framework of the formation of temporal orientation.

Abstract
The paper is devoted to the consideration of changes taking place in modern society and their influence on the forming of tolerant consciousness of the youth. The results of empiric research of value and life-meaning orientations are presented alongside with the tolerance level and types of ethnic identity of young men and women of rural and urban communities. The important values for the young generation are «independence», «kindness» and «safety». According to the level of life-meaningfulness, young women are more likely to value the life process and to control life events than young men. Young people regardless of their gender and place of living have optimal level of tolerance and positive ethnic identity. The formation of tolerant consciousness including the systems of life-meaningl and value orientations implies the formation of positive ethnic identity which allows the successful adaptation of the young generation to social changes.

Abstract

The paper presents the results of researching psychomotor features in the athletes participating in overcoming of an obstacle course with firing. Second-year cadets of the Ufa Legal Institute of the Ministry of Internal Affairs of Russia (n = 158) took part in research. Cadets were divided into 2 groups – the control group and the experimental group. Groups were completed following the results of control running at an obstacle course with firing. The experimental group included the cadets who had 2 or fewer misses when performing firing. The control group included cadets. who made more than 2 misses when performing firing.
The received results testify that athletes of the experimental group had significantly good results in “Average reaction time”, “Functional level of the system”, “Stability of reaction”, “Level of functionality”, “Working capacity assessed by reaction speed”. The obtained data specify, supplement and concretize the data on cadets’ body features.

Abstract
The paper deals with the problem of creating rated illumination in classrooms. Research shows the actual illumination of students’ desks; the ways to solve the problem are defined. The study is based on the calculated indices, and suggests recommendations for students to use dark ink, light desktop background, thick ball or gel pens. It is suggested to use the posters that have high contrast and optimal colour scheme and font in the classroom; to coordinate the colour of the illuminated surface with colour of the lamps used.

Abstract
The paper investigates the problem of formation of hydrate in the closed container filled with porous waterand gas-saturated media. The system of the differential equations for change of pressure, temperature and hydrate saturation is received. We have analyzed the impact of the deduced diffusion coefficient, the initial parameters of the porous media on the rate of hydrate formation and hydrate saturation value. Analysis of numerical calculations established that more intensive accumulation of hydrate in the volume is realized at low water saturation and high pressures.

Abstract
The paper presents a review of the main results of current works on the functionalization methods for carbon nanotubes and graphene, modification of their properties as a result of doping and possible use of materials based on them. The methods of covalent attachment of functional groups to graphene and carbon nanotubes, heteroatom substitution and noncovalent inclusion of nanoparticles and molecules are considered. The perspectives of the use of chemically modified carbon nanotubes and graphene in production of a new generation of electronic devices with high mechanical strength, flexibility and elasticity are shown.

Abstract
The chemical composition of silver nanoparticles surface obtained by initial metal evaporation and chemical reduction from silver salts was investigated by X-ray photoelectron spectroscopy method. Differences in electronic state of atoms of silver nanoparticles depending on the method of obtaining them are shown. The authors revealed that silver atoms of nanoparticles obtained by reduction from salts are in the covalent state. Positive chemical shift of the binding energy of Ag3d core level of silver nanoparticles in comparison with a bulk metal is fixed. The deviation of electronic properties of chemically synthesized silver nanoparticles from the properties of evaporated nanoparticles in the form of decrease of conductivity, the changes of valence band, kinetic energy of Auger lines and Wagner parameter was discovered. Small changes related to the influence of oxygen on the state of superficial silver atoms were observed in silver core level spectra. The nature of different adsorption states of oxygen on silver nanoparticles surface depending on their type and temperature was investigated. It is shown that molecular oxygen forms stabilize on silver surface in normal conditions. The increase of adsorption temperature up to 450 K and the use of evaporating nanoparticles leads to the appearance of O 1s lines of oxygen atoms with more ion character of bonds with silver atoms in spectrum.

Abstract
The paper is devoted to an urgent problem of social philosophy, concerning the existence of the modern person in terms of a radical update of value systems, in a situation of deep economic crisis inherent in both social and individual value systems. The author proves the point of view according to which in the modern troubled world a person finds themselves in a maze of values where you need to maneuver in a complex tangle of individual, social, human and other value systems having no well-defined borders. The paper analyzes the constantly growing trends of pragmatism and moral relativism and reveals their negative consequences both for the individual and for the society as a whole.

Abstract
The paper shows the possibility of increasing the ability for interaction with electrofilic reagents by transition from anthraquinone to anthrahydroquinone. The anthrahydroquinone and this aminoderivatives was obtained by hydrogenation of anthraquinone and aminoanthraquinones. It was shown that 1-aminoanthrahydroquinone formed azocompounds and azometine.

Abstract
The paper describes the methods of dark conductivity, photoconductivity, thermally stimulated currents and thermally stimulated capacitor discharge that were developed to study electrophysical properties of whisker crystals of lead β-azide (WC β -PbN6) – initiating explosive compound, – such as: changing dark conductivity of deformed WC βPbN6; energy of electron and hole centers distributed in the forbidden band; estimation of activation energy in the temperature range 298 ÷ 353 K, which amounted to 0.52 ± 0.04 EV, in the temperature range 366 ÷ 433 K, with 1.04 ± 0.04 EV and 1.56 ± 0.04 EV respectively at higher temperatures. A possible type of disorder responsible for the observed changes in activation energies is discussed.

The diffuse reflectance infrared spectra of substitutional solid solutions of K1-X RbXClO4 (0 ≤ x ≤ 1) were studied at room temperature. The main wave pattern data of the IR spectra has linear dependence on solid solution composition. Fermi resonance is discussed as well.

Abstract
The paper studies lead and cadmium ions adsorption on the sorbent SV-1-АL received on the basis of calfskin in Astrakhan Region. Influence of various characteristics on the sorption process is studied, isotherms of static sorption of substances from water solutions are provided, changes in enthalpy (Н), isobar-isotermal potential (G)) and entrophy (S) of sorption are calculated. The received experimental resultы can be used for modelling mechanisms of adsorption.

Abstract
The paper presents a prognosis of economic development of the Siberian Federal District agro-industrial complex from the position of institutionalism. Research technique involves dividing each step of the prognosis into two parts. The first part includes the calculation of the indicators describing institutional agreements, the second includes the calculation of the indicators characterizing the institutional environment. The prognosis consists of four blocks: selection of initial data for the prognosis, calculations based on the extrapolation of the trend, projection of the most of adequate models from the level of the Siberian Federal District onto the regional level, prognosis for the planning period up to 2020 based on the received models. The results of the research allow the authors to conclude that prognosis of the indicators characterizing the institutional environment and institutional agreements in the agro-industrial complex shows negative trends that require government intervention.

Abstract
The paper deals with the concept of food security of the region and provides its definition, which takes into account the vectors of ensuring food security of the population, taking into account the established norms and rational combination of domestic production and external food supply. Indicators to measure the level of food security in the region are proposed. The analysis of the state of food security in Kemerovo region in 2011 – 2013 is presented; the authors consider the situation of food security in Kemerovo region under the sanctions against the Russian Federation. The study identified the problems directly affecting food security, the paper proposes the measures for their elimination. The practical implementation of these measures will contribute to food security in the region.

The paper substantiates the assumption that a “tax trap” is formed as a result of the curent policy – a special case of externalities payments, which, contrary to the logic of the existence of tax (reaching Pareto efficiency) – leads to the opposite result. Abstract
The paper substantiates the assumption that the special case of domestic privatization transforms the institution of private property. Formal action – the privatization of residential premises, does not correspond to the planned content. In particular, one can make an assumption that there is no effective ownership. The implemented privatization process, as well as the setting for a certain conditional commitment and availability of private premises, which is political in nature, contributes to investment flows redirection within the economy of the state. The analysis of the particular case of the institutionalization of property relations and state action model can be an illustration of the formation of a hybrid vertical social contract.

Abstract
In terms of the ‘principal-agent model’ corruption can be defined as violation of the contract (formal or informal) between the agent and the principal. The resources provided by the principal are then used by the agent for their private needs. From this perspective constitutional rights can be viewed as a universal contraction policy. The paper studies the process of corruption institutionalization as a form of opportunistic behavior in agency relations. The conclusions are based on the experimental data of a recent survey conducted among the students studying the course on “Corruption: causes, consequences, counteraction”. According to the author’s position, corruption plays a role of a communication tool, fulfilling the existing institutional failures.

Abstract
The paper explores the meaning of innovation entrepreneurship development in foreign countries. The role of cluster policy in the development of innovative entrepreneurship in Russia is shown. The author notes that implementation of the main objectives of foreign countries’ cluster policy requires different mechanisms and tools; some of them are: creating specialized advisory and coordination bodies, contributing to the support and development of innovation clusters; the state’s co-financing of programmes and projects aimed at the development of innovative clusters. The author identified the bodies that facilitate the development of innovative clusters. To build an effective cluster systems in the region, it is necessary to observe the following requirements: the presence of the leader company that will choose the “course” of innovative strategic development of the entire system; the location of the major participants of the cluster in one area; the formation of both the interregional and international contacts; consensus-building between business and authorities in promotion of cluster activities; formation of corporate governance.

Abstract
The purpose of research is to determine the correlation between the formation of the company’s advertising policy and its brand value. The data of CTC Company was used for the analysis. The study focuses on the brand as an intangible asset of the company. The object of the research is the tools for management of the brand value by means of outdoor and media advertising. As a methodological framework, we used the work of David Aaker, publications of European branding agencies, the concept of of brand value analysis Interbrand. The empirical base is the quantitative and qualitative research conducted by CTC Company, the data on the company's advertising budget received in the agency Adindex, Interbrand ratings and expert interviews. The results of the study are related to the correlation of investments in television advertising and brand value changes, according to Interbrand data. The results of this work can be used in marketing when developing the advertising and marketing concept of the media.

The paper discusses the advantages and disadvantages of centralized and decentralized logistics in a single-industry holding with the example of OJSC “Inter-industry distributive grid company of Siberia”. The author offers a variant of a mixed model of logistics in the “Inter-industry distributive grid company of Siberia” which will meet the following requirements: an own warehouse for each business unit; the established hierarchical operational horizontal and vertical communication within the business units and the interaction with the service; production considerations, that is, the need to ensure the operational procurement (for example, when addressing an emergency); use of shared analysis of selecting suppliers in a centralized manner; centralized decision on procurement on key and costly goods of homogeneous nomenclature.

Abstract
The paper attempts to substantiate the feasibility of an integrated study of the causes and conditions for the commission of tax offences and crimes on the basis of theoretical scientific views on the nature and sources of tax torts and considering the status of legal regulation for the prevention of such unlawful phenomena. Adhering to this position and taking into account the differentiation of the circumstances causing tax evasion, the most critical determinants of these acts of economic, political, technical, moral, legal and organizational character are revealed and considered. The following conclusions, which help to reduce the impact of such destructive effects on the relationship between the state and taxpayers are made: firstly, ensuring the correspondence of tax relations to the real economic conditions; secondly, the stabilization of the political system of the country, the completion of its formation; thirdly, the improvement of forms and methods of tax control, improvement of the professional competency of inspectors; fourthly, the improvement of the tax culture of citizens while enhancing the culture of the state in using centralized public funds; fifthly, reducing the number of changes in tax, criminal and criminal-procedural legislation causing dissociation of the tax inspectors, police officers and investigators on one hand, and enhancing motivation of VAT parties to the violation of legal norms, on the other hand; sixthly, definition of the responsibilities of tax authorities officials to identify the circumstances promoting the commission of tax offences and measures to eliminate them.

The paper considers the issues of constitutional regulating of ecologic-legal relations in South America countries. The authors note and distinguish the peculiarities and systematic character of solving the issues of environment protection in that region. Much attention is paid to the processes of constitutional legal norms ecologization. Abstract
The paper seeks to consider the reform process of criminal procedural legislation in Russia during the 1990s – 2000s. In particular, the paper aims to analyze the main provisions of the Draft of the General part of the Criminal Procedural Code of the Russian Federation (CPC RF) initiated by President B. N. Yeltsin and developed in 1994, and the CPC RF adopted in 2001. Based on a comparative analysis of the Draft and the adopted CPC RF, the author highlights the advanced character of the proposed Draft, and concludes that the implementation of the Draft or, at least, the inclusion of its key provisions into the CPC RF could significantly contribute to the democratization of the Russian criminal procedure.

Abstract
Political culture is the connecting link between the interests, needs, norms, and social status of the subjects of the political process and their political behaviour. As the legitimacy mediates dominance and submission, political culture mediates the consciousness and behaviour of the subject of policy. Political culture contains both the elements of positive assessment of the existing political system and the elements of negative evaluation. The number of positive values determines the degree of legitimacy of a political system. The paper aims to analyze the influence of political culture on the process of legitimating the legislative power in modern Russia. This aspect is of theoretical and practical significance for the functioning of the political system of modern Russia.

The paper analyses the activities of the regional authorities and public organizations dealing with environmental policy and environmental protection. The activities of the regional authorities are considered with the example of three departments of Kemerovo Region Administration: the Department of natural resources and ecology of Kemerovo Region, the Department of forest complex of Kemerovo Region, the Department of wildlife conservation of Kemerovo Region. Special attention is paid to the regulatory framework of environmental policy at the national, regional (Kemerovo Region) and international levels that determine the specificity of public and state institutions on the issues of ecology and environmental protection.

Abstract
The paper deals with labour discipline, the forms and methods of work directed at its strengthening at the enterprises of the fuel and energy complex of Kuzbass on the basis of archival, statistical materials and periodicals. The importance of the problem during the studied period and nowadays is underlined. The analysis of the documents reveals that the labor discipline is influenced by the level of work directed at its strengthening. It is noted that the work to strengthen labour discipline is the more effective when labour groups are involved in it. Thus, nowadays it is necessary to use measures of social influence to strengthen labour and technological discipline at the workplace.
