The paper aims at analyzing the growing dynamics of road freight transport and motor transport companies in Kemerovo region in 1945-1965. The author analyzes achieve documents, statistical books, papers and some Internet sources addressing this topic. The paper can contribute to studying  Kuzbass history in the post-war time. The study revealed that the number of the road freight transport increased.

Abstract
The increasing role of small-circulation opposition propaganda and the professional interest to the study of this problem in the historical aspect explain the actuality of the present research. It focuses on primary print editions of newformat parties in the early 1990s. The historical principle and general method of content-analysis of the press are basic for this research. The result of the work was the analysis of the primary independent editions which allowed the author conclude that all print periodicals of the post-soviet period political organizations were different in types, contents and ideology, but they had a comon goal: influencing voters’ mass consciousness.

Abstract
The paper focuses on Kemerovo region militia units activities for road safety in 1943 – 1953, defining features of this activity. The author identified the measures to prevent road accidents in the residential areas of the region at that time, and considered the other measures aimed at road safety, which were carried out by the militia in collaboration with the executive committees of the Soviets at various levels. We studied the activity of the State Automobile Inspectorate for technical control over vehicles and preparation of drivers. The paper gives information on the size of the technical equipment and the first units of the State Automobile Inspectorate, the establishment of the first road signs and traffic lights in the city’s streets. In preparing the study, the author used several documents of the State archives of Kemerovo region, some of which are introduced for scientific use for the first time.

Abstract

The paper deals with the level of development of historiography concerning the problems of the Holocaust in the Soviet period. New directions in the analysis of the Holocaust are also pointed out. After the end of the World War II, the study of the Holocaust appeared closed for a few decades. Only some aspects of the Holocaust were discussed in the frame of the Nazi Germany, World War II, the Great Patriotic War study. The main scientists who directly or indirectly examined the Holocaust issues are determined in the article, such as I. Ehrenburg, V. Grossman, A. A. Galkin, M. I. Semiryaga, A. I. Poltorak, D. E. Melnikov and L. B. Chernaya. It is also noted that the problems of the Holocaust analysis were narrowly focused in the Soviet period, so that a gap in studies, unknown and unclosed materials etc. appeared. Thus, the basic goal of the current historiography is identified, i. e. the liquidation of the unsettled issues regarding this problem. Moreover, some changes in the historiographic science are demonstrated, i. e. the appearance of the sufficient number of researches and monographs related to the problems, access provided to archival data being out-ofuse before, the progress in collaboration of native and foreign scientists, the study of the issues on the regional level.
Finally, the conclusion is made stating that making new directions in the Russian scientists’ researches is a positive tendency, and it allows to extend the problematics and, thereafter, to get more objective and complete information regarding the analyzed events.

Abstract
Basing on a wide range of unpublished sources, the paper analyzes the problems of staffing Soviet customs authorities with the examples of Usinskaya and Kosh-Agachskaya customs. The moral, material and educational aspects of this problem, as well as the organizational structure of customs are studied. The paper also provided specific examples of the moral decay of some customs officials, as well as ways to address these issues selected customs administration.

Abstract
The paper focuses on the history and activities of residents’ voluntary people’s guards in Novokuznetsk, Kemerovo region, in the late 1980s. In such a formulation of the problem the topic is studied for the first time. The study is based on archival documents. The author analyzes the organization of the people’s guards program based on social and educational facilities of the city (SEC). Since December 1986, residents’ voluntary people’s guards were established at SEC. Initially, in some areas of the city, experiments were conducted to transfer teams to a new form of work. However, they were unsuccessful. Fruitful activities of voluntary guards were hindered by a number of socio-economic factors. The author concluded that the mistakes made in the process of reorganization of voluntary associations for the protection of law led to the failure of the program to re-orient voluntary people’s guards, and later – to stop their activities.

Abstract
In the postwar period in the USSR from 1948 to 1954, the USSR Council of Ministers and the Central Committee of the all-Union Communist Party (of Bosheviks) annually issued resolutions to decrease prices of consumer goods. This measure was popular among the population and was used by the authorities for boosting their own credibility. Each decrease in prices was accompanied by an ideological campaign. Soviet media shaped public opinion and aroused public reaction. Public reaction organized “from the top” contributed to achieving the purposes of ideological campaigns. This paper defines the ideological specificity of the campaigns for reduction in prices in the USSR is 1948 – 1953 revealed by the example of Kemerovo region. The author reveals the main components of campaigns that received a massive response in the region. Materials of periodicals formed the basis for the study. The regional newspaper "Kuzbass" published relevant materials corresponding to the tasks of the center. The decline in prices based on materials of Kemerovo region is studied for the first time in the ideological context.

Abstract
To settle the Ukraine crisis of 2014, the experience of some other post-Soviet regions, e.g. the South Caucasus, should be studied. Ukraine doesn’t have such a complicated geopolitical structure as the South Caucasus does. In Ukraine the situation is marked primarily by the interaction between Russia and the West. That is why solving this crisis doesn’t require such a multi-lateral participation. It is the interaction within the triangle of Russia – Ukraine – the West that will settle the conflict.

Abstract
In this paper, the authorы solve the optimal control problem in the predator-prey model described by a system of Volterra integro-differential equations. The maximum principle for the initial continuous problem is formulated considering the defined constraints and functional form. The initial continuous problem is reduced to the discrete optimal control problem. For the discrete optimal control problem formulas for calculating the gradient of the target function using the method of direct differentiation and the method of fast automatic differentiation are received. The numerical method is developed to construct an approximate optimal solution on the basis of fast automatic differentiation method. It is shown that the obtained numerical results of the approximate optimal control correspond to the maximum principle for the initial continuous problem with a prescribed accuracy.

The paper focuses on the mathematical model of the treating liquid industrial waste water in flooded mines. The goal is to construct and study the mathematical model of the flow and distribution of up floating impurities in the form of a closed system of partial differential equations. The paper provides the methods of solving the obtained differential problems, patterns of flow and distribution of impurities depending on the input parameters of the problem.

Abstract
The paper consider multi-agent games, their structure, software presentation of agents. Games present different genres, have different rules and structure of the world. As examples of use of games as a platform for the study of artificial intelligence, agents are considered with the use of search algorithms path and learner agents. Algorithm A* and Lee algorithm were taken as path search algorithms. To implement learner agents machine-learning techniques were selected such as reinforcement learning and artificial neural network taught by a genetic algorithm.

The paper presents the ethnopedagogical focus of the educational process, one of the areas of activity in the organization of students’ ethnopedagogical socialization at school. Findings of the study are based on the analysis of the work of scientists on this issue, as well as on the results of the authors’ research. The paper contains a definition of “ethnopedagogical focus of the educational process”, listing of the conditions that would lead to a positive influence. The authors reviewed and analyzed the implementation of national and regional components of educational content on the example of the surveyed schools; the paper shows some additional topics reflecting the national-regional component that were introduced, as well as, the use of new forms, methods and means of work in the classroom.

The study investigates the use of the features of taekwondo athletes’speedstrength training. The authors used the following research methods: analysis and synthesis of research literature data; pedagogical experiment; control tests; methods of mathematical statistics. Based on a comprehensive theoretical and experimental study, the authors proved the efficiencyof exercise complexes aimed at the development of dual speed strength capabilities and improvement of the technical readiness of 9 – 10-year-old children engaged in taekwondo.

The paper presents the results of analysing the efficiency of the game method of training in swimming classes for children of pre-school age in comparison with traditional teaching methods. Abstract
The paper focuses on technical training of women’s football players. The data of pedagogical observations over competitive activity during the official matches of the Russian championship among women’s teams are provided. The quantitative and qualitative characteristics of the basic technical-tactical actions are shown. The paper reveals that the most used technical-tactical actions in women’s football are short and medium passes back and side to side, forward, dribbling, intercept. A high percentage of errors result from technical complexity. The changing dynamics of competitive activity has the highest rates in the middle of the first and beginning of the second half.

Abstract
The paper contains the material, reflecting new practical data and research results that reveal the issues of physical preparation of 16 – 18-year-old volleyball players. The paper reveals the factors that determine the development of volleyball players’ physical qualities, the most effective means and methods of training, their impact on each lesson in a microcycle, at a certain stage, in the period of preparation and in the annual cycle. The research focuses on the education of special physical qualities in volleyball. The purpose of the study is to determine the characteristics of an effective method of training volleyball players aged 16 – 18. To achieve the objectives, the following methods were used: theoretical analysis of the scientific and methodological literature; generalization of the existing practice of teaching experience; pedagogical experiment; teacher observations; pedagogical control tests; methods of mathematical statistics. The proposed method of education of general and special physical qualities, used at the stage of the pedagogical experiment, was effective with respect to high-speed capabilities, dynamism, speed endurance, strength abilities.

Abstract
Hybrid B3LYP and gradient SLYP functionals were used to reveal the structure of organic mass of coal within the density functional theory in the basis of local orbitals. For all modeled compounds a number of important characteristics was identified – the lengths of bonds and angles. The IR spectra, the values of total energy and reactivity parameters, allowing for comparison with experimental data were calculated.

Abstract
Using the computer modeling, within density functional theory, as well as using a localized basis set and the B3LYP hybrid functional, the geometric parameters of the molecules of energetic materials of TATB, PETN, RDX, TNB, TNTA, Si-PETN, C2N5O2H3  and C3N5O4H3  have been obtained, and the mechanisms of chemical bonds formation have been researched. The parameters of the detonation performance and sensitivity factors have been calculated. It is proposed to introduce a new sensitivity factor – th  population of bond overlapping (P(A – NO2).

Abstract

The actuality of the problem, connected with the studying of internal resources necessary for the collector in the choice of an adequate strategy of conflict behavior is proved in the paper. The results of empirical research of one of the resources – self-relation – are given here. The research of self-relation as a possible behaviour determinant in the conflict is necessary for the subsequent creation of conditions for development of such characteristics of the collector services staff’s self-relation which will promote changing the negative strategy of their conflict behavior into more constructive.
The scientific novelty of the paper is based on the offered results of researching the self-relation of collectors with different styles of conflict behavior. It was discovered that the most frank and honest towards themselves are the collectors choosing the style of cooperation. Those expressing self-confidence, the perception of themselves as regulators of their own achievements, feeling the value of their own personality are more often connected with the collectors either competing, or cooperating. Along with it, the cooperating collectors have less expressed internal conflictness , and also they perceive themselves as accepted be surrounding people, while competing collectors, on the contrary, are characterized by internal intensity and surmise that other people appreciate them insufficiently .The collectors who hold to the strategy of “avoiding” are characterized by low values on the scales of “self-confidence”, “worthiness”, “selfmanagement”, “self-acceptance”, “reflected self-relation” and high values on the scales of “standoff” and “selfaccusation”. The collectors choosing “adaptation” fix the high readiness for changing their “I”-concept.

The paper is devoted to the individual’s time perspective peculiarities at various stages of identity crisis. The study involved 150 people (students of various years and majors). The main purpose of the analysis is to describe the features of the individual’s time perspective such as fatalistic directives, image of personal future, and the affective relation to the past, the present and the future that are typical for people who are not enduring identity crisis, and those who are experiencing it at the deep and the average levels.

Abstract
The paper researches the features of the state of verbal higher mental functions of primary school students having different success in educational activities: successful in learning, having partial and complex difficulties in learning. The authors rely on the neuropsychological approach to the analysis of the nature of primary school children’s verbal functions development (A. R. Luria, 2002; L. S. Tsvetkova, 2005; T. V. Akhutina, 2008). It was revealed that there are some differences in development of verbal functions of primary school pupils according to the learning success.

The paper focuses on the translation of agreements and contracts as a special genre of official documentation. The comparative analysis of English agreements and contracts and their translations into Russian has identified some lexical and grammatical features that translators should be well aware of. The lexical level involves the study of terminology, clichés, abbreviations and borrowings used in agreements and contracts, whereas the grammatical level covers the expression of condition, obligation, tenses and other grammatical categories, as well as the analysis of syntactical structures. Knowing these features of agreements and contracts, in both the source and the target language, can ensure the most accurate translation.

The paper focuses on exposing gender peculiarities of literary translations of the book ‘Harry Potter and the Pholosopher’s Stone” that was written by Joan Rowling. The literary translation like no other type of translation gives the translator the opportunity to express their linguistic identity at most. Instinctively a translator in the process of his or her translation uses some language means that are typical for their gender. Studying gender peculiarities manifestation at different language levels allows developing and describing the connection between thinking and gender, gender and language, which favours the cognition of a person through the prism of the language.

Abstract

The paper considers the realization of the model of duel in the TV debate "To the Barrier!" by receiving the antithesis. The aim is to define the role of the antithesis as the means of implementing of the model of the duel. To achieve this goal the general scientific methods were used: formalization, deduction, induction, analogy, and the specific scientific method – compositional analysis.
At the moment, the debate is a common genre. This is due to the genre of entertainment being close to the modern television concept and the possibility of personalization of the considered problems. One of the clearest examples of a televised debate on modern TV is V. Solovyov’s programme "To the Barrier!". A distinctive feature of this program is using the model of the duel. The model used is original, for this reason it is necessary to study the mechanisms of its implementation. Antithesis as the method of opposing helps recreate the ritual of the duel in the programme, expresses the relations of opposition. It allows transferring and implementing the model of the duel built on the principle of contrast in the programme.

The paper deals with the stylistic device of “metamorphosis” and its functioning peculiarities in Selkup fairy tales and world mythology. During the analysis of folk and mythological plots the author determines the ways, reasons, character and motives of metamorphoses that happen with the characters. Metamorphoses that lead to the creation of animate as well as inanimate (toponyms, landscape parts) objects are considered. The modern interpretation of metamorphosis in the world literary tradition is analyzed.

Abstract
The phenomenon of a national-cultural stereotype is researched based on contemporary psycholinguistic approach to the meaning of the word as an “individual property”. The aim of this research is to investigate the influence of a stereotype on formation of the meaning of such words as “Russia” and “Russian” in the Czech language environment among students who study the Russian language. The associative experiment was carried out in the Russian and Czech languages. Processing of its results has revealed that the heart of nationally specific word meaning in educational conditions of studying the language has a great amount of stereotypic reactions. The amount of stereotypic reactions in the heart of the words Russia/ Rusko is 62 % and 53 %, and in Russian/Rus is 29 % and 31 %. Conclusions which have been made upon the research let us detect the specificity in the meaning of the words “Russia” and “Russian” in a separately taken linguistic community. The results of this research could be used in practical studying of the Russian and Czech languages as foreign languages, and in teaching courses on cultural linguistics in psycholinguistic Universities.

Sorption of quinoline, isoquinoline, and quinaldine by copper forms of polymeric zirconium phosphate and strong acid polystyrene-divinylbenzene cation-exchanger from aqueous solutions was investigated. Values of the coefficient of isoquinoline distribution between the phases of Dowex-50 or polymeric zirconium phosphate and aqueous solution is 1.5 – 2 times higher than the coefficient of distribution of quinolone and quinidine.

Abstract
The aim of this work is to calculate the regularities of the explosion decomposition of the composites of pentaerythritol tetranitrate and gold initiated by the laser pulse of 12 ns’s duration. In the range of nanoparticles’ radii from 20 nm to 120 nm the maximum values of the critical initiation energy density, for which the explosion is not realized, were calculated. It was shown that the nanoparticles, whose radii are 60 nm are the optimal ones for this pulse duration and provide the lowest initiation energy density. It was also shown that if the reaction centre’s size increases the temperature necessary for the sample’s explosion decomposition decreases considerably.

The paper is devoted to credit risk management as part of the integrated system of corporate control, risk management and compliance, as well as input to the risk assessment and risk reporting. The paper analyzes the process of credit risk management in the bank, states the goals, objectives and challenges of each stage, gives the recommendations to bring each stage in line with international practice. Russian financial institutions face the challenge of implementing the three elements of the Basel Accord simultaneously, thus they need to build methodological and practical framework for the implementation of these principles in the shortest terms. The paper considers the current state of the life insurance market, identifies its main problems and their solutions. The development of the life insurance market is analyzed, the economic substance of insurance disclosed as well as the features of the functioning of finance in the insurance industry. The state of the Russian insurance market was compared with some foreign ones. The paper reveals such important factors as insurance premiums and insurance payments, the change of which was reviewed in the time interval of four years. The analysis of this typeof insurance was based on the study of theoretical and statistical basis of the insurance market in Russia. As a result, a number of “obstacles” to the development of this type of insurance were identified and the main barrier was stated: the state conditions for insurance in Russia.

The paper defines the possibility of using the balanced scorecard (BSC) to assess progress in the implementation of the region’s investment strategies. The necessity of application the main elements of the BSC – prospects, strategic map – for this task is proved. The authors developed a typical strategy map of the objectives of investment strategy in the region, identified the indicators describing their achievement. Based on the methods of multidimensional groups (multivariate average and cluster analysis) the authors made a comparative analysis of the efficiency of investment strategies implementation in the Siberian Federal District.

Abstract
The purpose of the paper is to determine a new direction of development of accounting methods and analysis – to determine the characteristics of formation of transfer financial results in the clusters. Based on the analysis of regulatory and scientific literature, a systematic approach to the interpretation of the category of "cluster" and the author's definition are provided. On the basis of studying the evolution of forms of enterprise integration, peculiarities of cluster formations and motivating factors for a particular organization to enter a cluster were identified. The possible reasons for the use of clusters of transfer prices are suggested. In conclusion, the main directions of transfer analysis of financial results of the cluster are made.

The paper is an attempt to identify the existing gaps in the RF legislation and to offer ways of their solution in the framework of protection of the rights of citizens and legal persons, to whose relations the norms of international treaties can be applied. The purpose of this research is to study the order process and legal conditions of application of international agreements in arbitration courts of the Russian Federation.
For this it is necessary to solve a number of specific problems: identify the gaps in the legislation; identify the practical problems for the application of the already signed international treaties and ways of their solution; to formulate suggestions for accession to the existing international treaties in which the Russian Federation is still not involved.
The results of the study compensate for the lack of information on the role of international treaties in the practice of the RF arbitration courts. Generalizations and conclusions contained in the work can be used in development of special courses on the problems of private international law, in lectures on the General Course of Private International Law, Civil Law, Tax Law, Customs Law, Arbitration Process, in preparation of teaching materials on Private International Law, and further research into the topic.
Final conclusions: 1) to simplify the system of relations between the law enforcement authorities of the Contracting parties; 2) to consider the possibility of Russia's accession to the Convention on international access to justice adopted in the Hague on 25.10.1980; 3) to adopt a comprehensive law of the Russian Federation or several Federal laws (e.g. the Federal law on enforcement of court orders, the Federal law «On enforcement proceedings in cases involving foreign elements»).

Abstract
The paper summarizes the intermediate results of the research, focused on the current state of traditional forms of the Chelkans’ and the Kumandins’ ethnic culture. The most broken and vulnerable components of indigenous peoples' ethno-cultural environment were concidered in the context of their subsequent integration into the dominating society. It is concluded that processes of indigenous peoples’ cultural assimilation may be mitigated through the development of national cultural centers and native peoples’ associations activities in places of their traditional residence.

Abstract
The paper is devoted to the urgent problem of religiosity. The authors explore the concept of «religiosity», identify several groups of its features and justify the use of qualitative and quantitative methods for the study of the concept. The purpose of this paper is to study the criteria of religiosity and to analyze the compliance of modern students with them. After studying some research papers on the subject, the authors underline that there is a problem of differentiation of the external and internal religiosity and describe each of them. Having conducted a questionnaire survey among students of Kemerovo State University, the authors come to the conclusion that modern students have external religiosity, religion has lost its high spirit and mystery for them. The paper states the idea that only a minor part of the respondents may be considered as truly religious or having inner religiosity people since their spiritual lives and behaviour fit the criteria of «religiosity». For the rest of the respondents the phenomenon of religiosity is gradually and unconsciously replaced by the phenomenon of pseudoreligiosity.

Abstract
The paper examines the political processes in the People’s Republic of China associated with the forming of ethnic minorities’ participation in legislative and executive spheres. The paper analyzes the forms of ethnic minorities’ participation at the local, regional and national levels. The author concludes the public policy of the PRC has created an effective system of ethnic minorities’ participation in local government and governance, because broad preferential terms, relative independence in various directions were given to them. Also the special law was adopted. On the one hand this system reduces social tension and improves ethnic minorities’ loyalty to the authority, on the other hands it solves some national problems and provides the state integrity of China.
