Abstract
28 barley cultivars with a neutral photoperiod grown in Western Siberia were studied in comparison with Biom and Nikita cultivars grown in Kemerovo region. They differed significantly in the total length of vegetation period. 7 culti- vars with the longest period of "shoots-to-headings" interphase (48 – 52 days.) were identified, with the standard Nikita cultivar entering this group. This specific reaction of genetic sources contributes to the fact that in Kemerovo region conditions such varieties can survive spring and summer droughts, which would affect not number of common and pro- ductive shoots, and hence the grain harvest less negatively [8; 3]. The shortest period (38 days) was observed in O’conner cultivar (Australia). The shortest "shoots-to-headings" interphase was observed in Australish cultivar (Aus- tralia) – 28 days, and the longest – in Clipper cultivar (Australia) – 46 days. The study of the the duration of the vegeta- tion period in the collection of early-ripening cultivars of barley revealed a variation in the range of 79 to 87 days.

Abstract
In 1995 – 1997 year-round route counts of birds on the flat section of the Pechora-Ilytch biosphere reserve were held. Using multidimensional factorial analysis, 8 seasonal aspects of bird assemblages of the Northern Urals foothills were reveled, namely: 1) winter migration; 2) relative winter stabilization; 3) pre-spring movement and arrival; 4) nesting amidst arrival and flyby; 5) nesting and departure of young birds; 6) after-breeding movement and beginning of departure; 7) departure and autumn flyby; 8) end of mass flyby and departure. A quantitative characteristic of each aspect is provided. Differences in yearly changes in bird assemblages in the different regions were compared. The analysis revealed the following: climatic differences of the year dynamics of bird assemblages are pretty close in timing and number of seasonal aspects of bird assemblages in the South of boreal areas with subsequent escalation of differences both to the North, to the Middle taiga, and to the South, to the desert zone.

Abstract

RETRACTED ARTICLE

At present, the traditional material culture of the Akha people in Northern Thailand is hardly covered in the Russian science. The traditional culture, history and linguistic processes of this nation remain unexplored. In the meanwhile, the growing sociocultural relations between Russia and Thailand are calling forth the necessity of reciprocal research into the traditional culture of both countries. The urgency of investigating the traditional material culture of the Akha is confirmed by the rapid and, not infrequently, coercive integration of these people into the process of modernization of the Thai society and state. The opportunity to study the Akha as an ethnic whole may only remain possible within the oncoming few decades. In the paper an attempt is undertaken to explore the traditional material culture of the Akha people in the northern provinces of Thailand (Chiang-Rai, Chiang-Mai), to characterize the main tendencies of their sociocultural development.

Abstract

The paper highlights the experience of Tomsk diocese clergy to preserve the cultural heritage in the 2nd half of the 19th – early 20th century. This study is based on the publications on local history in the pre-revolutionary official bulletin of the clergy – "Tomsk diocesan bulletin".
The author notes that one of the brightest events in the protection of monuments of spiritual legacy in the diocese was the opening of Tomsk Church History and Archaeological Society, which set itself the objective of preservation and study of the monuments of antiquity and the local church history.
In general, the author concludes that since the 2nd half of 19th – early 20th centuries the clergy of Tomsk diocese, as well as other organizations of the Russian Orthodox Church seeks to preserve the church relics and use them for the purpose of spiritual and moral education of society.

Abstract
This paper is an overview of the historiography of the Nagaibaks in the 2nd half of 19th – early 20th centuries. This period of time in the history of the Nagaibaks is important because it is from the middle of the 19th century that their geographical isolation from the mothers ethnic group began, which influenced the formation of the special group identity. Russian researchers of this period – P. I. Nebolsin, V. N. Vitevsky, E. A. Bekteeva, F. M. Starikov and others drew attention to the group and recorded a number of very important features – ethnic identity signs. In the work of P. I. Nebolsin the word "Nagaibaks" first appeared as an ethnonym. Almost all the authors raise questions about the origin of the Nagaibaks, offering mainly two versions. According to the first, the Nagaibaks are descendants of the baptized Tatars of Kazan; according to  the other version, the Nagaibaks have close genetic relationships with the people of the Nogai Horde. The authors prove their assumptions with data on material and spiritual culture, as well as economic activity of the Nagaibaks.

Abstract
The paper analyses the development of Kemerovo region state arbitration bodies in the 1950s and the early 1960s. The author exploits archive materials and investigates into the measures taken to improve the work of these bodies. The paper points out substantial difficulties in the work of the arbitration bodies caused by low legal competence of the parties and harsh conditions that the arbitration specialists had to work under.

Abstract
In 1920 – 1923 years salaries of the party apparatus were not stable due to the devaluation of the ruble. Naturalization of the salary allowed to compensate for inflation. In 1922 – 1923 the Central Committee of the RCP (b) restricted the monetary part of the salaries of secretaries at the provincial and district levels. In 1924, the financial situation stabilized, and party officials were allowed to receive supplements to salaries. The amount of money depended on their position in the party hierarchy. Secretaries of the provincial committee received much bigger salary than in district and township ones.

Abstract
The paper is devoted to the erection of memorials at the mass graves of the Civil War victims in Tomsk and Novosibirsk in the 1920s – 1930s. The paper aims at describing the basic steps for creating these sites and determining the content of state memory policy, which was reflected in their symbolic decision. The paper paid attention to the history of revolution-military projects competitions in Novosibirsk and Tomsk; to the interpretation of their symbolism, associated with the cultural traditions of classicism and romanticism. Methodologically, the author relies on the theory, known in Western science as «memory studies». It is concluded, that the ideological values of these monuments gradually changed during the period between the Civil War and the Great Patriotic War.

The paper analyzes the images of boats on the material petroglyphs of two natural and historical areas of Northern Europe and Northern Asia. The boat serves as a generalized name of all water means of transportation. The relations of rock art sites with geological environment are examined. Abstract
The paper analyzes the current geoecological state of complex natural monuments of the Republic of Bashkortostan – Sterlitamak Shikhans. Their legal status was defined, and the flora, fauna, stratigraphy and paleontology were studied on the basis of field research. An assessment of human activities influence on the environment of Sterlitamak Shikhans is provided, and an attempt to forecast the consequences of further increasing of the anthropogenic load is made. The uniqueness of modern and fossil organic world of Shikhans is defined, and the example of landscape degradation as a result of mountain developments is provided to show the result of irrational use of nature. The problem of preservation of the unique ecosystems of remaining Shikhans for environmental, scientific, educational and recreational purposes is highlighted.

Abstract
The paper proves the relevance of studying the pedagogical potential of the multiethnic educational environment, arisen in the conditions of innovative transformations of the educational system to solve the new national, cultural and economic tasks. The conclusions received during research are based on the analysis of scientific works on this perspective, and also on the results of the research conducted by the author. The paper provides the definition of multiethnic educational environment, description of its structure, detailed representation of all its components (subjects, psychodidactic component, social component, spatial and subject component). Beside the structural components of the environment, the principles of its construction, scientific approaches and their interrelation and construction stages are presented. The paper presents the research carried out in the territory of Belovo area, research during which the pedagogical potential of the multiethnic educational environment was analyzed. Abstract
The paper describes the current state of developing pedagogical mastership of vocational training masters in vocational colleges. The author ascertains their attitude towards development of this professional quality in career development system. Data cross–tabulation of the survey has discovered the existence of fundamental differences between men and women-masters of vocational training in terms of their own professional activity, as well in their own professional development. This determines the necessity of individual approach realization in the process of development of their pedagogical mastership in improvement of professional skills cycle. Abstract

The paper proves the need of using problem situations as an active method of training. Specific features of creative pedagogical thinking are studied and on this basis the possibilities of managing its development in the course of training students of Sports higher education institutions are found out. The analysis of research results allowed to reveal three levels of creative thinking development, at each of which specific features were shown. Depending on types of solutions to problem situations, features of informative processes in students with prevalence of alarm systems are studied.
The stating experiment allowed to conclude that students of Sports higher education institutions showed the following specific features at various approaches to solving problem situations: “subjectivity”, lack of depth of the analysis and reasoning, pessimism. The received results testify that the majority of students reveal balance in the alarm systems ratio regardless of the types of solving problem situations.

Abstract
The paper presents the results of a theoretical calculation of the phase velocity and attenuation coefficient for bubble liquid, reflection and refraction coefficients at normal and oblique incidence of the acoustic wave on the interface “water bubble water”, as well as the dependence of the angle of refraction on the frequency of perturbations and the angle of incidence. The analytical expressions and numerical calculations analysis revealed that in the case where the wave is incident from the bubble liquid on the interface, there is a critical angle of incidence to the low frequency domain, and at greater angles total internal reflection occurs. The paper shows that total internal reflection does not occur when the wave is incident from the water side on the interface.

Abstract
The research describes the modern functional-grammatical specificity of the verb lassen in German, the influence of pre-grammatical changes in the semantics of the verb lassen on its present function. The following analysis shows the modal status of lassen is ambiguous. The historical data specify a possible reason to include lassen in the group of modal verbs: a deep history of the verb (along with modal verbs), its high degree of grammaticalization and its use without particle zu. Modal meaning of the verb lassen ‘to permit’, ‘to order’ is associated with the semantic component of another person’s will. As a modal verb, lassen has the functional-grammatical monosemanticity (permissive function) due to stability of its lexical semantics since Teutonic period (before grammaticalization).

The paper is devoted to the analysis of chronological characteristics of English nouns denoting “artifacts” using Pearson correlation analysis within the computer programme “STATISTICA” 6.0. This method of research allowed to determine statistically relevant correlations of artifacts with the date of their entry into the English language, to reveal the diagnostic chronological characteristics of the nouns denoting “artifacts” and to trace the genesis of the studied group of words throughout history.

Abstract

The address to A. A. Kabakov’s creative individuality is actual in the context of small amount of works, investigating his prose. The novelty of the research consists in revealing a method of metaphor realization on the material of one of the writer’s little-studied stories.
In the paper the mechanism of action of the comprehensive metaphor «Project “Babylon”» is revealed, which embodies non-existence, based on the story with the same name by the modern writer A. A. Kabakov. The metaphor semantics manifests itself by means of interaction of a canonical (stable) sense of the expression «Babel», referring to the biblical story, and a secular (daily) meaning of the situation of the «pillar creation» – an élite tower house. A renewed metaphorical meaning of the idiom «Babel» is proposed. The state of «non-existence» is determined by motives of death and disappearance of the human kind, its devil’s temptation and the Apocalypse, senselessness and an existential frustration of people, a cultural degradation of the society and the ecumenical chaos.
The paper is based on a historical and literary approach, whose academic base is N. D. Arutyunova’s work on the metaphor theory.
The theoretical significance of the paper lies in the consideration of the phenomenon of poetics of the post-modernist prose. The practical significance is determined by the possibility of using its observations in university courses, devoted to actual problems of the modern Russian literature.

Abstract

The paper traces one aspect of R. I. Rozhdestvenskiy’ works, namely his accusatory poems, in comparison with Vladimir Mayakovskiy’s satirical works. The satirical techniques of creating artistic images that were common for both authors are researched and classified, they are: sarcasm, grotesque hyperbole, fantasy, allusion, metaphor, allegory, paraphrase, irony, etc. Based on the analysis, the traditions of the poet of the “Silver Age” and the innovations of Rozhdestvenskiy as an accuser are traced in accusatory verses and poems by R. Rozhdestvenskiy.
The study proved that Mayakovskiy’s and R. I. Rozhdestvenskiy’s satires are organic parts of their concept of aesthetic ideals in their personal relationship to the world and the people, setting new spiritual values of the poet’s contemporary society. Abstract
The paper deals with the features of selection of lexical and semantic means of forming semantic cohesion of the genre of résumé in the German and Russian linguistic cultures. Officially, résumé as a genre of business discourse is characterized by a certain thematic field formed around a specific thematic dominant. Particular attention is paid to the definition of the dominant thematic nomination of résumé, as well as to the identification of lexical units that form the subject field of the genre. Detection of the major thematic nominations is made with the help of computer program for linguistic analysis and processing of texts. The paper also presents the analysis of thematic nominations based on their discursive, stylistic, morphological and semantic characteristics. The analysis indicates the existence of different ways of updating the semantic values that characterize the features of professional and labour activity and forming the overall thematic genre field of résumé in the German and Russian linguistic cultures.

Allocation of spheres of sacred and secular, differentiation of the contents of sacred is the result of the consciousness’s ability to establish binary oppositions at the level of sense and symbolical actions. Connection of components of religious experience in ritual is caused by expansion of two motivations: distancing from sacred and aspiration to contact with it. Transitions at semantic, symbolical and practical levels from one intention to another are a source of selfdevelopment of religion, a factor of social development.

Abstract
The aim of the study is the discovery of nomad properties in the narrative that semantically reflects stativity and permanence. The narrative «Home» is taken as such a concept. The paper reveals the content of the notion «Home» in sedentary culture. The author describes and analyses the processes of transformation of the narrative «Home» during the transition from modernity culture to the situation of postmodernity, accompanied by the loss of traditional functions of the Home. We study the notions of «Home» in existential and psychoanalytic philosophy. The concept of «Home» in the mythology and folklore of the national culture is taken into account. The author discusses the acquisition of new properties by the «Home» in postmodern, related to mobility and instability, singularity. Postmodern «Home» is a point of a route, which is contrary to the sedentary paradigm, not a place of peace and relaxation, but rather the moment of formation, the transition from the finite to the infinite. The main attention in the paper is given to the detecting nomadism in the ontological essence of the Home. The research results can be used in the study of the ontological, anthropological components of postmodern situation.

Abstract
The effect of the total absorbed radiation dose on the content of the gel fraction of polymer hydrogels, received by radiation co-polymerizing of N-vinylpyrrolidone and methacrylatein in the presence of a di-vinyl cross-linking agent, and ion exchange resins, has been studied. It is shown that at the absorbed dose of 35 kGy the maximum degree of monomers conversion is achieved, which is 85 – 88 % for ion-exchange polymers and 97.5 % for base co-polymer. Quantitative estimation of hydrogels expansionhas been performed and shows that in the absorbed doses in the range from 25 to 40 kGy the parameters of three-dimensional grid do not change.

Abstract
In this paper we study the voltammetric determination of phenol. The effect of the electrochemical methods used to modify the surface of glassy carbon electrode (GCE) at its electroanalytical properties is shown. Terms of electrochemical modification (the concentration of the manufacturing electrolyte and the duration of the treatment) affect the character of the dependence I = f(c) and sensitivity of the VA-determination of phenol. The influence of conditions on the registration on the analytical signal of phenol is shown. The linear potential sweep affects the appearance of VA-curves (the number and size of the peaks). The conditions for defining phenol at maximum permissible concentration (MPC) by voltammetry were identified.

Abstract
The paper deals with the problem of pricing in the technical and economic progress justifying permanent conditions of gold deposits. The object of investigation is theselected gold deposit «N». In this paper, the author concludes that the choice of the price of gold in the feasibility study of conditions and putting them on the state account should be dealt with soundly; and some reserves should possibly be found to keep the price below recommended guidelines. Basing on a large empirical material, the author proves that reducing the price of gold by 10 % leads to financial strength of the enterprises increasing by 8 – 10 %, while the NPV at a discount rate of 10 % will increase from 80 million rubles. To 3.609 billion rubles., and ID – from 1.03 to 1.41, with losses of minerals in the region of 5 – 6 %. This will reduce the impact of the risk of falling prices on gold mining, as well as improve their financial condition.

In order to evaluate and raise the investment attractiveness of the region it is necessary to assess and analyze the economic potential of this region with the goal to identify the sustainable "growth points" of breakthrough developments. Special attention is paid to authorities' attitude to the centralization and bureaucratization of management allowing just some power deconcentration on the skirts of the state. Imperial administration strengthens the asymmetrical status of ethnic groups and regions in their relation to the centre. Their integration dynamics is preconditioned, first and foremost, by geopolitical and geo-economic factors. Russia adapted a set number of social hierarchies to nation-wide affairs.

Abstract

The paper presents an innovative approach to the use of resources of nonprofit organizations and volunteer associations in the task to promote social and professional self-determination and social adjustment, and to improve the quality of life for children with disabilities.
It describes the organizational conditions, the directions of their activities in implementing forms, methods, content of career guidance and training of high school students to integrate into the society. Experience of the project showed its effectiveness and is promising not only for socialization such children, but also for professional and civic development of students.

Abstract
The paper is devoted to analysis of social exclusion of elderly people and the causes of this process in the modern Russian region. In relation to the physiological, psychological and social changes that occur with elderly people, the social exclusion of elderly people has some of features. The aim of the paper is to describe the characteristics of the social exclusion of the elderly people in the Altai region. The author analyses the results of the sociological research conducted in 2012 – 2013 in the Altai region. The scientific study of social exclusion of elderly people was performed for the first time. According to the results of a sociological survey, seniors in the early the 21st century are characterized by both states and situations of exclusion. The author points out the poor development of the labour market, and the absence of institutions of resocialization, irregularity of forms of assistance or insignificance of support compounded by conservative personal qualities of elderly people in the region. The main area of application of the research results in the future is for the local government to study the process and develop some programmes aimed at the elderly people with a view to support them and to create favourable conditions for normal life of elderly people in the region.

Abstract
The paper deals with the problem of representation of the Russian regions in the upper house of the Parliament. The aim of the study is to consider the regions’ participation in the Federation Council’s activities through changing the legislation on the formation of this body of authority. The author used logical, comparative, systematic and historical methods. The result is a comparative analysis of the legislation on the formation of the Federal Council, and the influence of its changing on the nature of representation of the regions in “the House of Regions”. The author makes a conclusion that the regions are not represented adequately, the formation of the Federal Council is not democratic, and the increasing of the constitutional powers is necessary for improving of the status of this body of authority in the Russian political system.

Abstract

The paper presents data of sociological surveys on political participation of citizens and political actors in contemporary Russia on the Internet. The data were obtained by interviewing experts in 4 subjects of the Russian Federation (Yaroslavl, Vologda, Ulyanovsk and Novosibirsk region) and the mass survey of Internet users in 15 regions of the Russian Federation, actively participating in political campaigns on the Internet. This gave a possibility to obtain both quantitative and qualitative assessments of political participation on the Internet.
The author characterizes the main objects of political activity on the Internet. The study highlighted areas of political participation, most effectively realized by using the Internet. The paper analyzes the activity of the political opposition on the Internet.
It is stated that the Internet users can be divided into two unequal groups: activists and consumers of information. The author points out a high proportion of professionals among activists in the Internet. The biggest proportion of customers are young people.

Abstract
The paper is devoted to the analysis of social resources as scientific problem. First of all, the author discusses various theoretical approaches to the phenomenon of social resource. Further, the author analyses the phenomenon of territorial space both as a social resource and an  area for interconnectivity of different resources. The main aim is to interpret the features of social resources functioning in the context of socio-territorial space on the example of tourist sights, which is reflected in the results of case-study of a small Russian town. Finally, the paper systematizes the attributes and functions of social resources. The author argues that analysis of social space as a space of social resources is a topical way for development of the sphere of social dividends management.
