Abstract
The paper analyzes European capital markets and the Russian Empire’s external debt transformation in the late 1880s – 1890s. Conversion results and European capital markets’ condition influencing them, as well as coordination of external loans and Russian foreign policy realignment from Germany to France are examined. The conclusions are as follows: both Russia’s main creditor and the character of loans (from economic to political) were transformed at that time, economic processes becoming more inert than political ones.

Abstract
The paper addresses the actions of the JSPD in Omsk  province concerning  tactical working out of Chinese organized crime activity. The distinctive features of  Chinese crime activity and the methods the JSPD used to control them were determined. Basing on the material of Omsk chekists, the paper reveals the fact that the Chinese Fraternity was a well-organized secret criminal organization, with its leaders governing Chinese labour union and making profit of it. Professional behavior of the JSPD officers who had some agents in Chinese expat community in Omsk let the JSPD successfully deal with Chinese organized crime activity.

It makes a basis for the analysis of social interaction peculiarities in different European countries and regions. Abstract
The paper researches the impact of media on specific economic and political processes that have been going on in the EU during the crisis of 2008 and up to the present time. The author focuses on the "newsbreak" as a means of influencing the financial markets in Europe and, through them, the political decisions of the EU officials. It is concluded that the mass media’s manipulation in the economic sphere later escalated to the political level, making further use of «newsbreaks» in sphere of political development of the EU.

The paper focuses on the problems which the American occupation authorities faced when renewing the activity of educational institutions; the basic principles of educational policy are emphasized. The military government put big emphasis on work with youth, the organization of youth’s leisure, and encouraged the creation of various youth associations.

The paper presents the comparison of the ruling elite of France and Germany in the beginnings of Early Modern period (first half of the 16th  century) based of the material published in research literature. The author analyses: the parity of political forces of the supreme governor and powerful feudal lords (French grants, German princes), examples of interpersonal conflicts and specificity of their resolution, the structure of the court as the basic institution and domain of the studied social group.

Abstract
The paper presents the comparative historical model of military factors influencing the development of European societies in the Early Modern period. The process of "military revolution" has been recognized as an important aspect of the historical transformation of the state and society. It determined the development of the fiscal military state. The author investigates the possibility of applying the theory of military revolution in the context of modernization theory and the world-system paradigm. Specific types of “war modernity” in the East and the West were defined by system of internal and external factors – such as the speed of innovations introduction, the efficiency of financing and capital, the level of military technologies development.

The paper investigates the changing of the social interactions and relations in Roman Southern Gaul after the settlement of the Visigoths as federates in this region. The investigation of the relationship of the Visigoths and the Gallo-Roman population is focused on the context of comparing the plans and targets for each of the parties and their implementation. The article also examines the impact of the Visigoths on the transformation of social relations within the Gallo-Roman population.

Abstract
The author analyses the principal ideas of the modern Chinese and Arab thinkers about ways out of critical situations and society development as well as their understanding of civilizations formation, the role of the state and its evolution. The author emphasizes that these doctrines were in accordances with the time and independent from the outer (European) influence. Abstract

The research aims at revealing the main tendencies of establishing Stalinsk (Novokuznetsk) State Medical Refresher Institute (SMRI) in 1951 – 1953. In 1951 SMRI was moved from Novosibirsk to Stalinsk (currently, Novokuznetsk), Kemerovo Region. At that time, the adaptation of the Institution to a new and complex environment, its human resources formation, and consolidation of facilities were characteristic activities of SMRI. The Institute was reoriented with regional specific character taken into account. In the paper special attention is paid to the consequences of “Doctors’ Case” (1953) for SMRI establishment.

Abstract
This article discusses the legal framework of voluntary people’s patrol groups in the RSFSR, including those in the Kemerovo region in the late 1950s – late 1980s. The analysis of regulatory documents in this area shows that the legal status of voluntary people’s patrol groups was defined clearly enough. The author proposes that the existing legal framework needed to be changes, which could improve the effectiveness of teams in the protection of public order.

Abstract

Basing on the materials of the «Soviet Siberia» newspaper, the paper focuses on the main problems and features of implementing the resettlement and colonization policy in Siberia in the first half of the 1920s, as well as some issues of the organization, legislative and financial security of processes of resettlement and to Siberia during the specified period; the efficiency of the first Soviet resettlement and colonization campaigns of 1924 – 1925 is assessed.
The analysis of the Siberian periodicals materials devoted to this topic allowed to reveal the reaction of the authorities and the society to the implementation of the government’s resettlement policy, to reflect the main activities of the authorities for implementing the resettlement and colonization legislation, and to define and and outline primarily the «sore points» of the resettlement movement of the first half of the 1920s. As a result, some conclusions were made, which hadn't received due reflection in research literature.
Revolutionary changes of 1917 – 1919 in Russia didn't solve the problem of agrarian shortage of arable land in the central provinces of the country and the authorities were compelled to react to mass uncontrolled movements of peasants. Proper elaboration of the problem, providing legal support for implementing the process of resettlement, and a number of preliminary activities of the first half of the 1920s prepared the active resettlement and colonization programme of the second half of the 1920s – early 1930s.
The pitfalls of the resettlement and colonization campaign of 1924 – 1925 in Siberia were: low financial security; delays in money transfers to destinations, limited administrative facilities for organizing and servicing the resettlement movement. As the result, the colonization fund was poorly prepared, preliminary explorations of resettlement sites were badly implemented, movement of immigrants and their settlement in new places were badly organized.
This study facilitated some the reconstruction of some actual problems and features of realization Soviet resettlement and colonization campaigns at the initial stage, which our deepen knowledge of the researched object and promote introduction of certain amendments to studies of this problem.

Abstract
The article is devoted to Kemerovo branch of the Union of Artists of the Russian Soviet Federative Socialist Republic. The main points of the article are changes in the size of the regional branch of union, participation of artists from Kuzbass in major art exhibitions (such as regional exhibition «Socialist Siberia» and republican exhibition «Soviet Russia»), agitation in art and change in the number of exhibition visitors in 1957 – 1967. The regional branch which was founded in 1957. Union members had some difficulties in his work in the early years. Many of these problems were solved and process of formation of the organization took about ten years.
