Европейская дипломатия в период кризиса: подход Верховного представителя ЕС Жозепа Борреля в отношении России

Аннотация
Рассматриваются особенности дипломатии Европейского союза в отношении России с момента вступления Жозепа Борреля в должность Верховного представителя ЕС по внешней политике и политике безопасности. Изучается подход, которым руководствуется Европейская внешнеполитическая служба в условиях кризиса, эскалации напряженности, стремительного изменения геополитического ландшафта на фоне беспрецедентно низкого уровня двусторонних отношений. Для достижения поставленной цели были проанализированы официальные документы и пресс-релизы Европейской внешнеполитической службы, а также выступления и заявления Верховного представителя с декабря 2019 до начала 2022 г. На основании данных документов в статье представлены взгляд Ж. Борреля на международную роль ЕС, его образ России и предложения Верховного представителя о способах действий в отношении России. Сделан вывод, что подход Европейской внешнеполитической службы под руководством Ж. Борреля не выдержал испытания временем. Дипломатия ЕС продемонстрировала свою неспособность осмыслить и учесть существенные изменения, произошедшие в двусторонних отношениях и в самой России, и трансформироваться в соответствии с ними. В результате европейская стратегия оказалась неэффективной, неспособной адекватно решать стоящие перед ней задачи.
