Abstract
The structure of Russian economy depends on industrial mode and undeveloped rivalry. It predetermines the continuation
of the raw-material way of development. Thus, today the theoretical explanation economys structural regulation as
well as the definition of its object, actors and instruments are required. To achieve this purpose the levels and agents of
