GLOBALIZATION, «INFORMATION TECHNOLOGIES» AND THE FORMING OF «GLOBAL NETWORK SOCIETY»
Abstract
This article considers the actual social and political problems arising in various countries on the threshold of ХХI century cause of forming of the «the Network Society». It deeply changes a situation in the political communications field. But the state governance system is deeply changing in direction of fragmentation and decentralization.
