THE CREATION OF THE SYSTEM OF TRAINING TEACHING STAFF IN TUVA AUTONOMOUS REGION (1944 – 1961)

Abstract

The paper examines the initial stage of the creation of the teacher training system in Tuva Autonomous Region (1944 – 1961). The documents of the regional department of public education and educational institutions stored in the State Archives of theRepublicofTuvaform the empiric base of the paper. The difficulties that were characteristic for that stage (weak educational facilities, lack of staff, lack of educational plans and programs, low literacy of the indigenous population etc.) had an impact on the quality of students’ training. Comprehensive assistance of theSoviet Union, professionalism and enthusiasm of Soviet teachers, activity of the students themselves allowed overcoming these difficulties. In this paper particular attention is paid to the training of teachers for the national schools of Tuva on the basis of theTeacherTrainingCollege(since 1946) and Kyzyl Teachers’ Institute (since 1952). The materials given in the paper are useful in comparative terms – for analysing the formation of the system of education in national autonomous regions of the RSFSR.
