THE 1906 «REGULATIONS FOR RESETTLEMENT ON STATE LAND»: THE PROCESS ORGANIZATION AND STATE BENEFITS PRELIMINARY TO STOLYPIN´S REFORM

Abstract

In the article the "Rules about resettlement on the state earths", edited in 1906 are considered. The "Rules" regulated the order of allocation of the land for resettlements, the sequence of receiving immigrants' permissions, the amount and kinds of the state privileges and grants, the conditions of settling in new territories. The author underlinesthe the allowing character of the applied policy, the prevalence of the state interest in regulation of resettlement, the excessive plurality of bureaucratic instances, the uncertainty of granting money loans to immigrants that created possibilities for the official corruption.
