Актуальность представленной тематики для российской внешней политики обусловлена ответственностью нашей страны за глобальный мир и безопасность как постоянного члена Совета Безопасности, активной деятельностью С. В. Лаврова в качестве российского посла в ООН в рассматриваемый период, в том числе по нормализации ситуации в Афганистане. В статье представлены результаты исследования нормотворческой деятельности Германии в Совете Безопасности, свидетельствующие о двойственности афганского направления внешней политики страны в рамках Организации Объединенных Наций. Цель – на основе анализа оригинальных источников и документов ООН, в том числе ранее не вводившихся в научный оборот, выявить ключевые параметры, характеристики и тенденции афганского вектора политики ФРГ в системе ООН середины 1990-х гг. Базируясь на принципах историзма и объективности, ролевой концепции международных организаций Клайва Арчера, используя сравнительно-исторический и проблемно-хронологический методы, авторы показывают, что ФРГ не была заинтересована в решающей роли Совета Безопасности по вопросу Афганистана. После нескольких десятилетий послевоенных дипломатических усилий по возвращению себе политического влияния в мире, а тем более после воссоединения и в рамках тезиса о «нормальности» страны, фокус немецкого представительства в ООН 1990-х гг. всецело был сориентирован на Генеральную Ассамблею, а задачей афганской политики Бонна в Совете Безопасности в 1995–1996 гг. была максимально возможная политическая поддержка немецкого специального посланника Норберта Холла как главы инициированной Генассамблеей миссии ООН UNSMA в Афганистане, равно как и минимизация роли Совета Безопасности в афганском вопросе.</p></abstract><trans-abstract xml:lang="en"><p>The article describes the policy on Afghanistan conducted by Germany during its temporary membership in the UN Security Council in 1995–1996. As a permanent member of the Security Council, the Russian Federation was responsible for global peace and security, Sergei V. Lavrov being the Russian ambassador to the UN during the period under consideration. Based on archival and previously unpublished documents, the authors identified the key parameters, characteristics, and trends of the Afghan vector in Germany’s policy in the UN system. They relied on the principles of historicism and objectivity, as well as on Clive Archer’s role concept of international organizations. Germany’s activities in the Security Council revealed the duality of its foreign policy regarding the conflict in Afghanistan. After several decades of post-war diplomatic efforts to regain political influence, Germany opposed the crucial role of the Security Council on the Afghan issue. It focused on the General Assembly in an attempt to support Norbert Hall, who was the German Special Envoy in Afghanistan and the Head of the UNSMA mission, which was initiated by the UN General Assembly.
