Проблема компетентности является предметом исследования зарубежной и отечественной психологической, педагогической, социологической литературы. Особое внимание многие авторы уделяют рассмотрению социальной, эмоциональной и социально-эмоциональной компетентностям личности, которые считаются ключевыми для достижения успехов в различных видах деятельности. Если экспериментальные психологические исследования социальной и эмоциональной компетентностей личности обеспечены необходимыми психодиагностическими методиками, то для диагностики социально-эмоциональной компетентности такой инструментарий в настоящее время отсутствует. Статья посвящена проблеме диагностики социально-эмоциональной компетентности. В исследовании отражены результаты разработки и психометрического анализа психодиагностического инструментария, позволяющего экспериментально тестировать социально-эмоциональную компетентность и ее структурные характеристики. В процессе разработки предварительного варианта опросника социально-эмоциональной компетентности личности используется методология Item Response Theory, которая предоставляет возможность оценить опросник с точки зрения тестовых заданий, используемых для проектирования содержания теста. Выбранные 6 направлений структурных характеристик социально-эмоциональной компетентности являются компетенциями, позволяющими измерить и описать эту характеристику личности человека. Исследование уровня сформированности социально-эмоциональной компетентности личности в разрезе шкал опросника позволяет установить, какие структурные характеристики социально-эмоциональной компетентности более выражены и насколько они являются эффективными в жизни и деятельности человека, а какие из них нуждаются в улучшении (корректировке). Дальнейший психометрический анализ позволяет определить валидность и надежность опросника, а также установить основной перечень вопросов, отражающих содержание структурных характеристик социально-эмоциональной компетентности. Результаты могут быть использованы в дальнейших психологических, педагогических и социологических исследованиях актуальных проблем формирования социально-эмоциональной компетентности личности. Опросник необходим для дальнейшего изучения структуры социально-эмоциональной компетентности, механизмов ее формирования и повышения эффективности людей в различных сферах деятельности. Отдельный интерес представляет дальнейшее изучение формирования структуры социально-эмоциональной компетентности в зависимости от содержания различных видов деятельности и индивидуально-психологических особенностей человека. 

Competence is a popular research subject of foreign and domestic psychology, pedagogy, and sociology. Social, emotional, and socio-emotional competences are often considered as key ones. Although they usually associate with success in various spheres of human life, no tool for diagnosing socio-emotional competence has been developed yet. This article describes the problem of diagnosing social and emotional competence. It introduces new psychometric and psychodiagnostic tool that can be used to test socio-emotional competence and its structure. The questionnaire was based on the QSECP Item Response Theory (IRT) methodology that evaluates tests and their efficiency. The psychometric analysis made it possible to determine the validity and reliability of the new questionnaire, as well as to establish the main list of questions that reflect the structure of socio-emotional competence. The questionnaire can be used to study mental, pedagogical, and sociological phenomena of socio-emotional competence, as well as the structure of social and emotional reliability, their formation, professional performance, etc. Further research will feature of socio-emotional competence in various activities and personalities.
