Цель – оценить степень ее преемственности, задачи: определить основные тренды политики Евросоюза в области миграции и развития; выявить вызовы, которые пандемия поставила перед сотрудничеством ЕС со странами Африки, Карибского и Тихоокеанского бассейнов (АКТ) по вопросам миграции и развития. Сделан вывод, что в повестке ЕС в области миграции и развития на протяжении последних десятилетий наблюдается преемственность. Однако если для Евросоюза мотивирование сотрудничества в сфере миграции путем предоставления помощи развитию становится нормой, то для стран АКТ такое видение сотрудничества не является очевидным и желательным. В этой связи в повестке отношений ЕС и Организации стран АКТ наметились противоречия, которые, несмотря на формальное продолжение сотрудничества после истечения срока действия договора Котону, пока не удалось преодолеть. Основными трендами политики ЕС стали принцип кондициональности и попытки ЕС отойти от универсального подхода к партнерам из числа стран АКТ. Пандемия обострила существующие противоречия между сторонами по вопросам миграции и развития и не дала возможности внести необходимые коррективы в политику развития ЕС. Последствия пандемии: рост секьюритизации иммиграции по всему миру; ужесточение правил въезда и иммиграционной политики многих стран в целом; необходимость расширения доступа к услугам системы здравоохранения собственных граждан, а также иммигрантов и беженцев – будут влиять на динамику отношений Евросоюза со странами АКТ. </p></abstract><trans-abstract xml:lang="en"><p>The article covers 30 years of EU agenda on migration and development. The research objective was to assess its continuity, determine the main trends, and outline the challenges that the cooperation between the EU and the ACP has to face after the pandemic. The EU agenda on migration and development proved to be rather stable. However, the EU motivates migration cooperation by development aid while most ACP countries do not welcome this approach. As a result, the contradictions between the EU and the ACP still exist, despite their formal cooperation after the Cotonou agreement expired. The main trends in the EU policy were the principle of conditionality and the EU's attempts to abandon the universal approach to their ACP partners. The COVID-19 pandemic has aggravated the contradictions in migration and development issues, thus preventing the European Union from upgrading its development policy. The pandemic has the following consequences: global increase in securitization of immigration; strict entry rules and immigration policies; the prospect of expanding access to health care systems for citizens and immigrants.
