Анализируются основные формы этноучастия на местном, региональном и национальном уровнях. Автор приходит к выводам, что государственная политика КНР создала эффективную систему этноучастия в управлении местными и государственными делами, вследствие предоставления широкого спектра льготных условий для представителей этносов, относительной самостоятельности в различных сферах, а также проработанной законодательной базы. Данная система, с одной стороны, позволяет снизить уровень напряженности в среде национальных меньшинств, повышая их лояльность к центральной власти, а с другой – решить некоторые общегосударственные задачи, обеспечивая также территориальную целостность китайского государства.</p></abstract><trans-abstract xml:lang="en"><p>The paper examines the political processes in the People’s Republic of China associated with the forming of ethnic minorities’ participation in legislative and executive spheres. The paper analyzes the forms of ethnic minorities’ participation at the local, regional and national levels. The author concludes the public policy of the PRC has created an effective system of ethnic minorities’ participation in local government and governance, because broad preferential terms, relative independence in various directions were given to them. Also the special law was adopted.
